Operations Team

The operations team is led by Daniel A. Labine, who was appointed to the position of Vice President - Operations in January, 2013. The Rubicon operations team has over 175 years of combined experience and together possesses solid know-how in underground development, shaft sinking, construction and production in bothunderground and open pit mining, in addition to strong skills in mining engineering, health and safety, and partnering with First Nations.

Daniel A. Labine, P.Eng., Vice President - Operations

Daniel A. Labine was appointed to the position of Vice President of Operations with Rubicon in January 2013. Mr. Labine has over 35 years of engineering, mine operation, and project management experience. Dan was recently the Senior Project Manager at Goldcorp Inc., where he oversaw the construction and development of the Cochenour project in Red Lake, Ontario, Canada. Mr. Labine supervised the construction of a five-kilometre underground haulage drift between Goldcorp's Cochenour project and its Red Lake mine infrastructure. Previously, Dan held numerous senior project management roles, including Project Manager for Inco Limited, AMEC Earth and Environmental Limited, and Senior Project Engineer for Nordpro Mine and Project Management Services Limited. Dan holds a Bachelor of Engineering in Mining from Laurentian University and is a Professional Engineer in Ontario.

John McDonald, P.Eng., Mine Manager

Mr. McDonald joined Rubicon Minerals in June 2012, bringing over 30 years experience as a Professional Engineer. His experience has alternated between mine operations and mining engineering in progressively senior positions at some 12 different mine sites. John spent the first 17 years of his career in the Sudbury mining camp progressing from engineer-in-training up to engineering superintendent on the technical side and mine shift boss, to mine superintendent in operations. His operations exposure included 3 years as mine captain in the highly erratic, narrow vein “Deep Copper” project for Falconbridge Limited which utilized one boom E-H Jumbo’s and small LHD’s for highly mechanized cut and fill mining down to 1.1 metre widths. Since 1997 John has been based in the Timmins' mining camp initially as Mine Superintendent at the Kidd Mine and then leading the feasibility study, and subsequently the mine construction and operations of the Montcalm Nickel Mine as mine manager. For the two years prior to joining Rubicon, he was involved in gold mining projects in northeastern Ontario and northwestern Quebec on a contract basis.

Joel Belanger, Project Superintendent

Joel is a Civil Engineering Technologist who just recently joined the Rubicon team in mid October, 2011. He brings 20 years of underground mine production, mine development, surface and underground construction and shaft experience where he has been employed as a miner, mine rescue member, supervisor and in other various management roles. He has participated in the construction of five mine surface infrastructure projects: Theresa Mine, Meston Mine Shaft #2, Thayer Lindsley Mine, Holloway Mine and Oyu Tolgoi Shaft #2. Other notable projects he has been involved with are the Raglan U\G Ore Handling System, lining of the Kidd Creek 8800 level ore and waste passes, Hoyle Pond surface ventilation fans, the sinking of Oyu Tolgoi Shaft #1 and the Nickel Rim U/G infrastructure construction. Prior to joining Rubicon, Joel worked twelve years for Noranda-Falconbridge, six years for a large international mining contractor, as well as being self employed.

Darryl Boyd, B.Sc.(Hons), Health, Safety and Environmental Manager

Darryl is a regulatory compliance professional and brings 15 years’ experience to the Rubicon team. Darryl joined Rubicon in 2008, and has been responsible for permit acquisition, regulatory compliance, coordination of consultation obligations and specific tasks related to overall project execution. Darryl's experience and dedication have been instrumental to the successful permitting of the on-going development at the Phoenix Gold Project. Prior to joining Rubicon, Darryl managed the permitting for nine (9) project start-ups in Ontario with North American Palladium Ltd., FNX Mining Company Inc., Lake Shore Gold Corp. and First Nickel Inc. Darryl began his career working for Westmin Resources in British Columbia as an environmental/assay/metallurgical technician.

Sylvain Talbot, Eng., Maintenance Superintendent

Sylvain is an electrical engineer and brings over 24 years of diverse experience. He joined the Rubicon operations team in May, 2012. His experience includes pulp and paper and mining maintenance, engineering, paper machine production and mill grinding maintenance management. He has worked as a technologist, engineer, process engineer, supervisor and general foreman. Most recently, he has been involved in New Caledonia Koniambo project maintenance strategy, Raglan mill maintenance and reliability and improved newsprint paper machine production based on reliability project. Prior to joining Rubicon, Sylvain worked four years for Xstrata Nickel, four years for Abitibi Bowater and seven years for Alcoa.

Rebecca McCullough, B.A.(Hons), Safety, Training and Security Supervisor

Rebecca joined Rubicon in February 2009 and is actively involved with Mine Rescue, managing regulatory compliance obligations and she co-chairs the Joint Health and Safety Committee. Rebecca completed her undergraduate degree at the Royal Military College in Kingston, Ontario in 2003. She subsequently served for five years in the Canadian Navy, based in Victoria, British Columbia. Rebecca received her Bridgewatch Keeping ticket and eventually served as Fleet Navigating Officer aboard HMCS Algonquin.

Judy Hodgins, Procurement Specialist

Judy joined Rubicon Minerals in October 2010 and brings 20+ years of procurement, transportation and logistics expertise primarily in the mining industry. Prior to joining Rubicon she held a main procurement role in the construction and development of Xstrata’s Nickel Rim South Project. Judy was also part of the procurement team for both the construction and operational phases of the S.M.R.Q. project in Raglan Quebec. She has seven years of experience with CP Rail as an Account Manager specializing in the transportation, transloading and handling of bulk mining commodities and ore concentrates. In addition, she has ten years of commercial and operations experience with two of Canada’s Class 1 trucking carriers, Manitoulin Transport and Cabano Kingsway.

Leah Gold, B.E.S., Environmental Coordinator

Leah joined Rubicon in June 2012, and is responsible for implementing Rubicon's Environmental Management System and assisting in regulatory compliance and permit acquisition. She brings over 9 years of experience in the environmental sector, including working for the private and public sector in forestry, fisheries, natural resource planning and Far North planning. Through working within these fields Leah has acquired extensive experience in project management, environmental and regulatory compliance, research, field supervision, field surveys and sampling. Leah completed her Bachelors of Environmental Studies majoring in Forest Conservation in 2007, from Lakehead University.
